He is described as destroying and becoming the Loom. Ouroboros said that the Loom refined raw time into physical timeline. Which means Loki is the Creator.

Difference between MCU and comic book is also illustrated in Agent of Asgard/Defenders Beyond where Loki is getting freedom for their own self, that’s all their power and effort, whereas MCU freed everybody. Plus MCU GoS powers are sourced straight from myth not his comic book counterpart.
