Luffy needed gear 5 to attempt to wound/replicate what Garp does to admiral level foes, anything under was shown to get low diffed and swatted away.

Since gear 5 is restricted here, Garp takes it faster, Stronger, the best luffy could hope for is to wear down garp with a significant blow on the level of what he took from shiryu ON PURPOSE.
