He’s the victim of highest amount of agendas and meme-scaling; specifically from Marineford, even though the most glazed character from the arc, Akainu, had much worse anti-feats (if you can even call Mihawk‘s that). Everyone in Marineford generally got bad/incompetent showings for plot convenience. Why do people only shit on Mihawk for his showings during the arc?
Mihawk consistently has some of the best rep laid-out by Oda/narrative/in-universe [WSS = World’s Strongest Swordsman]:
Mihawk is stated to have sent the World’s strongest slash at Whitebeard (admittedly, it’s kinda iffy since Jozu tanked it, however maybe his durability is just that high up compared to the rest of his stats);

The lexis of “strongest” is what’s been used for his WSS title, rather than “greatest” or “skilled” each time. There is also the fact that guys like Shanks & Rayleigh consistently unsheathe their swords when releasing much stronger bursts of Conqueror’s Haki, which implies that there’s a direct link (as swords in OP are used as stronger mediums of haki emission/offence for swordsmen):
Honestly, also some of the best standalone feats in the verse, wholly:
Mihawk cuts Aokiji’s mountain-sized iceberg/frozen tsunami with a casual air pressure slash (CH561);
It’s also important to consider that sword slashes get weaker the further out they travel (CH777);
So the true power of Mihawk’s slash is likely orders of magnitudes above what was shown.

For Mihawk to have successfully saved the marines there, he would’ve completely overpowered its KE/momentum and destroyed the cannon without it causing any net damage in the direction it was heading to.

So what are the general opinions on Mihawk? He doesn’t get enough praise. I personally think he’s the most slandered OP character (scaling-wise) while unironically being like top 3 alive, currently.
Because people actually take her gag scenes seriously.
This woman took an insane internal attack from Law that reached the core of the planet and kept it pushin.

What did happen was Puncture Wille reaching Wano Mt. Fuji’s magma chamber, which is impressive in its own right but nowhere near digging to the literal core.
Also Big Mom downplay is much more justifiable when she actually has anti-feats and jobbing moments - Mihawk does not
