List looks good you can probably slightly alter the bottom 14 some but Miguel should always be on top.

What were young Kreese's feats? He should probably be really high but I can't think of any way to scale him to the main cast

Axel should still be number one. I doubt he gave it his all against Miguel because he opposed his master's teachings, and despite that Miguel only won narrowly. I doubt Miguel would win against him in an all out street fight.

Honestly I'd put Axel and Robby on the same tier. They seemed pretty even in both fights, and while I do think Axel would have won in the end if he didn't cheat, it would have been by one or two points.

Unfortunately Hawk should be lower, and I'm a Hawk fan. They butchered him in Season 6, getting 0 really relevant feats. Sure he was good in part 1, but was kinda irrelevant in part 2 and 3. Though I'm curious why you have him as high as you do.

He beat the Army Commander who trained under Kim Sun-Yung. IIRC He compared that commander to Kwon.
