BIQ? Naruto.

Naruto is undoubtedly much more intelligent than the other two.

Second place goes to Ichigo, he has normal intelligence for someone his age, but in combat he has no intelligence at all.

Luffy is obviously clumsy with his ideas, traveling so long with the sun frying his brains must have caused that.

Battle IQ should go to Naruto, he is quick to understand a situation and how he can use it to his advantage.

Luffy is more of a versatile fighter than intelligent one. It is hard to catch Luffy off guard due to him having some sort of move for nearly every situation.

Ichigo is more of a reactive fighter than intelligent or versatile. Very quick to adapt to situations but resorts to overpowering his opponents rather than utilize the situation against them.

Naruto is in another league than them tactical, he’s quick to adapt, can come up with complex multi stage plans and back plans mid battle.

Luffy and ichigo are both clever but luffy has more times where he actually outthinks his enemies. Ichigo almost never needs to think, he usually just needs to outstat his enemies.

Which is crazy since Kubo made a verse full of crazy creative powers yet either makes ichigo only fight bricks or makes him fight people who conveniently never use their insane abilities on him.

No one of them is really a smart type.

Ichigo is stated to have good grades in academics, but never really did anything impressive in terms of Battle IQ.

Luffy is plain stupid, but have some really good insights about battle tacts. Is very creative using his Devil Fruit, that at begining did not have such an impressive power. Went as far as inventing a technique like Gear 2nd, which is a really smart way of using his powers and require some out of the box thinking.

Naruto is not as dumb as people take him for. He is just a lazy and hyperactive kind of guy, that get easly distracted and is not motivated to study. But when he set his mind, he was able to learn a Jounin level jutsu in just one night. He some times use very creative tatics, but in most fights he stick to the same strategy Rasengan/Shadow Clones.

He was very smart figuring out the true nature of the 3rd Raikage weak point, but i'd still say his best trace is his emotional intellect, as how he is able to comprehend and make others entrust to him.
